When you had the bow "set up" did you make sure the cables were put on correctly? Sounds crazy, but I've seen cables routed incorrectly. Can you post pictures of the cams/modules showing how the cables are roued?

Had the same issue in the past and done some tuning to it. Finally got it to act correctly. We have had more than one Hunter with this issue, no other model has gave us problems. In fact, according to our scales, the Answer and Pulse both are running at 90% letoff and the Pure and Tours at 85%. The Hunter runs right at 80%. I love all of the Elite offerings but the Hunter feels quite inferior after playing with the Answer.

I have not. Can anyone tell me how the cables should be routed? I mean The bow feels ok. Just daylight and dark with my judge. I just want my dad to experience the ridiculous amount of let off that makes an elite an awesome hunting bow. IMO. Haven't messed with it lately but I will check cables in the next few days.

Where are you located? Are you close enough to Huntsville to drive over?

You need the exact mod number, and then check exact DL and DW on draw board. Id bet the farm it needs quite a few twists in the string and cables to move the draw force curve forward, which will open the valley/LO.
