I believe many people never could reach the ibo speeds that Kevin had on them out of the box. So Elite corrected the IBO speeds to what some call Real World Speeds, so that everyone could actually achieve these IBOs out of the box without super tuning. But with some tuning some can get more out of them which is closer to the old IBOs.
Someone correct me if I'm wrong please. I think this is what I read!

The mods slow it down some, but the speed ratings where changed to represent a more real world speed.
Pete told me the difference in speed with the mods is 1-2fps which is pretty small considering the let off you get. And yes the IBO speeds are lower to reflect real speeds.
