Well you have to plan for these things. First there is the committee to pick the committee to decide which brand of signal to purchase. Then there is the purchasing committee to take bids. There is the traffic committee to decide where to put them. Then the oversight committee to make sure everybody else gets their job done. Or you could just give me the money and I will take care of it.
