I believe rule of thumb is a 1/4 turn off of bottom. I always ran mine bottomed out but I believe 1/4 turn was recommended.

Take a look at the Martin Jaguar, and the Samick Sage. Both are economical bows however will still be slightly over your budget. Good luck!
