Does anyone know if I can swap Envy and Synergy limbs?

They would have to be the same length and deflection. I doubt they are.

Envy limbs also have holes in them for the limb suppressors.

They are the same deflection but, you have to leave the suppressors on the limbs, they have an extra hole for mounting the arm.

Or you can cut the suppressor arm off right at the bend where it comes in contact with the limb. Then just use the flat piece for support on the limb tip. Same thing you do if you break a suppressor as it still does what is intended for supporting the limb tip.

My buddy has a # 80 envy and wants a # 70, So you are saying if he got #70 synergy limbs it would work he would just have to leave his string suppressors off??

Yes, just put an STS type string suppressor on and you are good to go, nice and quiet.
